Lifelong Involvement in the World of Insurance and ReinsuranceCaleb Fowler's family owned an insurance agency, and as a result, his introduction to the insurance business started early. When he completed his undergraduate degree at the University of Pennsylvania, he enrolled at that institution's Wharton Graduate School of Business and Finance. While still working on his MBA from Wharton, he began his law studies at the Temple School of Law. Additionally, he was employed by the Insurance Company of North America (INA) part time during the school year, then full time during the summer recess from law school. During his second year of law school, he earned his MBA, and upon graduating from Temple the following year with a JD degree (with several honors) was admitted to the Pennsylvania Bar. Mr. Fowler's tenure with INA continued after he completed his law degree. During the next several years, he served first as Assistant General Counsel and worked on all legal matters dealing with insurance agency contracting and relations. MGA/MGU relationships were a specific focus of involvement. He then moved to the Claims Department and became Vice President and Claims Counsel in charge of a newly developed Claims Legal organization, which included the field staff litigation organization as well. Later, as Associate General Counsel, he brought the Claims Legal organization into the Legal Department, while assuming a broad range of other legal responsibilities. Shortly after INA's field operations were decentralized to autonomous regional operations, Mr. Fowler became Western Region Vice President, located in Newport Beach, CA. As such, he was responsible for all aspects - marketing, claims, administration, etc., of the Western Region which was a very substantial part of INA's total business. While there, he served as director of the Association of California Insurance Companies, the California Workers Compensation Institute, and the Worker's Compensation Rating Bureau. Several years later, CIGNA was formed through the merger of INA and Connecticut General. Mr. Fowler became President of CIGNA's International Reinsurance business, which was written through a network of 13 offices worldwide covering every major international market. His responsibilities also included CIGNA's captive operations in Bermuda. Most of his time was spent outside the US, including commuting monthly to London and Brussels, where he served as president of CIGNA's local reinsurance company. He was next asked to head up a task force to study CIGNA's property and casualty strategic directions. That extensive multi-million dollar review lasted over a year and at the conclusion, he became Senior Vice President and Chief Financial Officer, with responsibility for strategic implementation. A year later, he was given additional responsibility for the Claims Department, and was Senior Vice President – Chief Financial and Claims Officer. He held these positions for 5 years. These responsibilities included both the direct and reinsurance functions of the companies. The culmination of his career was the assumption of the Presidency of CIGNA's Property Casualty Group, a $7 billion global organization. During his tenure in this position, he renewed his activity in the reinsurance market, personally participating in the placement of CIGNA's global catastrophe program, attending Monte Carlo, and also serving as a director of Terra Nova Reinsurance Company, located in London and Bermuda. He also continued with other international endeavors, building upon trading relationships in Japan and China particularly. He also served on the boards of directors of two large managing general agents. In addition to his professional responsibilities, Mr. Fowler has been active in industry, business associations and charitable organizations, serving as a director of the American Insurance Association, the Insurance Service Office, American Institute of Property and Liability Underwriters, the Wharton Graduate School Board, the Pennsylvania Business Roundtable, and the Pennsylvania Academy of Fine Arts. After almost five years service as President, Mr. Fowler departed CIGNA and decided to pursue a long standing objective: to practice law in Washington, DC, with a focus on insurance. He became a partner at Holland and Knight, and in the aftermath of several catastrophic hurricanes, represented major companies and the American Insurance Association on matters involving insurance availability. After a series of requests to accept an appointment as an arbitrator, and serving as such, Mr. Fowler left Holland and Knight to serve as panelists in insurance and reinsurance arbitrations. Mr. Fowler's uniquely diverse and extensive background in both the business and legal areas in all facets of the insurance/reinsurance business makes him a much sought-after participant in insurance and reinsurance matters.
